Document Type: Procedure
Version: 1.0
Last Updated: February 2026
Distribute To: Project Managers, Superintendents

Purposeโ€‹

Establish procedures for environmental compliance on construction projects.

Key Environmental Areasโ€‹

  1. Stormwater management (SWPPP)
  2. Dust control
  3. Hazardous materials
  4. Waste management
  5. Spill prevention
  6. Noise control

Stormwater Pollution Prevention Plan (SWPPP)โ€‹

When Required:โ€‹

  • Sites disturbing 1+ acre
  • Or part of larger development
  • State/local requirements may vary

SWPPP Requirements:โ€‹

Plan Must Include:

  • Site description
  • BMPs (Best Management Practices)
  • Inspection schedule
  • Monitoring procedures
  • Training requirements

Common BMPs:

CategoryExamples
ErosionHydroseeding, blankets, mulch
SedimentSilt fence, fiber rolls, inlet protection
TrackingStabilized entrance, wheel wash
MaterialsCovered storage, secondary containment
WasteProper disposal, designated areas

SWPPP Inspections:โ€‹

Frequency:

  • Weekly
  • Before predicted rain
  • Within 24 hours after rain (โ‰ฅ 0.5")

Document:

  • BMPs in place and functioning
  • Repairs needed
  • Corrective actions taken

SWPPP Inspection Checklist:โ€‹

Dust Controlโ€‹

Requirements:โ€‹

  • Minimize visible dust
  • Water exposed soil
  • Cover loads
  • Limit vehicle speed
  • Stabilize inactive areas

Dust Control Measures:โ€‹

  • Water trucks
  • Soil stabilizers
  • Covered loads
  • Paved/graveled roads
  • Wind fencing

Hazardous Materialsโ€‹

Common Hazmat in Construction:โ€‹

  • Fuels and oils
  • Paints and solvents
  • Adhesives
  • Concrete additives
  • Pesticides

Handling Requirements:โ€‹

  • Proper storage (covered, contained)
  • Secondary containment
  • Labeled containers
  • SDS available
  • Proper PPE
  • Spill response ready

Hazardous Waste:โ€‹

  • Identify waste streams
  • Proper classification
  • Licensed disposal
  • Manifests retained
  • Record keeping

Spill Prevention and Responseโ€‹

Prevention:โ€‹

  • Secondary containment
  • Drip pans under equipment
  • Proper storage
  • Refueling procedures
  • Regular inspections

If Spill Occurs:โ€‹

Immediate Actions:

  1. Stop the source
  2. Contain the spread
  3. Notify supervisor
  4. Protect drains/waterways
  5. Clean up properly
  6. Document

Reporting:

  • Internal: Immediately
  • External: Per regulations (varies by material/quantity)

Never:

  • Wash into drains
  • Bury contaminated soil
  • Leave unreported

Waste Managementโ€‹

Construction Waste Types:โ€‹

TypeDisposal
General debrisLandfill
RecyclablesRecycling facility
HazardousLicensed hazmat
Concrete/asphaltRecycling
WoodRecycling/landfill
MetalRecycling
Soil (clean)Reuse/disposal
Soil (contaminated)Licensed facility

Waste Reduction:โ€‹

  • Source reduction
  • Reuse materials
  • Recycle
  • Proper sizing of orders

Lead and Asbestosโ€‹

Pre-Demolition Survey:โ€‹

  • Required before disturbing materials
  • Identifies hazardous materials
  • Determines handling requirements

If Present:โ€‹

  • Licensed contractor for abatement
  • Proper permits
  • Air monitoring
  • Worker protection
  • Proper disposal
  • Clearance testing

Noise Controlโ€‹

Requirements:โ€‹

  • Local ordinances
  • Time restrictions
  • Decibel limits

Control Measures:โ€‹

  • Work during allowed hours
